I never thought the Kinks to be a mod group, although I believe Mick Avory has said he was a mod. That said, I think many mods liked them in the same way as the Stones or Manfred Mann, but did not consider them to be mods like the Who or Small Faces were thought to be.
Personally, and this is just my opinion, I preferred the Yardbirds, Georgie Fame, Chris Farlow and Cliff Bennett..... As I say, just my opinion.

I voted for them as a 'Mod' group as such but have to say that a lot of the groups in this period were 'modish', they didn't actually pin their banner to 'mod' but a lot of mods liked their music, which could be said for a lot during this period.

As well as the groups I've metioned above I think the Animals were another non-mod band like by mods.

The B-sides were often better than the A-sides (IMO).
I lurve the early Animal's stuff of course I'm bias been from the North East & all that.

I don't think Ray Davies thought of himself as a mod at the time, or even looking back now. Mods used to go to their gigs though.
They did some (frankly rubbish) Motown covers - but their songs weren't all "yeah, I'm the face" like The High Numbers. They weren't targeting a specifically mod audience, but they just seemed to develop one.
I suppose they weren't too scruffy looking either, in their own campy Carnaby street way.
